Thursday, November 7th – Sunday, November 10th, 2013The 15th Annual California Independent Film Festival will be held for the third year in a row at The New Rheem Theatre in Moraga, CA. Films will also be shown at the Orinda Theatre, providing attendees additional opportunities to screen films and even more ways to experience the festival.
The California Independent Film Festival Association (CAIFFA) has begun announcing this year’s impressive line-up of films (some creating Oscar-buzz), a wide variety of foreign films, documentaries, short films and children’s programs.
Films opening this year’s festival include Body Complete, which has been screened at 13 film festivals world-wide and is an enthralling thriller taking a journey through war-torn Bosnia. In synopsis, Nicole is a journalist working for a TV station in Vienna, Austria. In 2004, she travels to Bosnia to film a report about Edina, a young woman who has gone missing. Edina wanted to bury her Muslim father in Bosnia, whose remains were discovered in a mass grave. Nicole`s search takes her to Morovci, the place where Edina was last seen. Morovca, located in Republika Srpska, is a nation created after the war. It was a major site of ethnic cleansing, in which thousands of Muslim civilians perished. Nicole`s tenacious inquiries put her increasingly at risk. The fanatic nationalism and open aggression all around her make Nicole`s search a life-threatening mission.

On Saturday, 10/12/13 at 1:12pm, Moraga Police Officers responded to the Moraga Safeway on a report of shoplifting. It was reported that two subjects had taken a shopping cart full of groceries from Safeway, then fled in a silver Chevrolet Astro van towards Orinda. Orinda PD located the vehicle in front of Bev Mo (6 Camino Pablo, Orinda) and detained three female occupants.
Subsequent investigation revealed that a full shopping cart had been staged inside the Moraga Safeway by two of the suspects and the third suspect later entered Safeway, located the filled shopping cart, and exited the store without paying for the items, valued at over $1,000. An alert Safeway employee witnessed the theft and notified the police. During the investigation, a search of the vehicle also revealed suspected rock cocaine.
Moraga Police arrested all three suspects and they were booked at the Martinez Detention Facility. The Contra Costa County District Attorney’s Office subsequently filed felony charges including commercial burglary, grand theft, and possession of a controlled substance on all three suspects.
The charged suspects are identified as Joyce Coleman (age 56), Phi Ngo (age 40), and Thuy Tran (age 57). All three suspects are residents of Oakland.
Further investigation has indicated that this commercial burglary crew has been active throughout the Bay Area and they have been linked with thefts and attempted thefts using the same method. JAMES JOSHUA JARRARD, the suspect identified in recent crimes committed in Moraga and Lafayette faces criminal charges filed by the Contra Costa District Attorney’s Office. Jarrard is charged with Vehicle Theft (VC 10851(a)), two charges of First Degree Residential Burglary (PC 459/460(a)), one charge of Possessing Stolen Property (PC 496), and misdemeanor resisting arrest (PC 148(a)(1)).
The charges are the result of a joint investigation by the Lafayette and Moraga Police Departments stemming from a series of crimes committed on 08-06-2013. The series of crimes began shortly after 6:00 AM with the theft of a Moraga citizen’s Honda Civic from the front of his residence. A Moraga Police Officer spotted the car on northbound Moraga Rd., just moments after it was reported stolen. After a brief pursuit, Jarrard lost control of the Honda and crashed into a cinderblock wall located at the intersection of Moraga Rd and Rheem Blvd., in Moraga. Jarrard fled the crash scene on foot into a nearby shopping center and ran into the 24 Hour Fitness. Jarrard then ran through the gym and out a rear door before scaling a fence and fleeing into the Carroll Ranch neighborhood. Jarrard eluded officers, including two K9’s from the CCC Sheriff’s Office, initially by hiding in an occupied residence on Dolores Ct. He was quickly discovered by a resident, and then fled to hide in another occupied residence on Josefa Pl., where he remained for some time unbeknownst to the female resident. Jarrard stole several items from the second residence including a change of clothes. Officers continued to search the area for Jarrard, but he was not spotted again until early in the afternoon when he was seen entering the back yard of a Solana Dr. residence in Lafayette. Jarrard burglarized that home and was seen fleeing the area on a child’s bicycle.
Jarrard was identified as the suspect after a security camera photograph from 24 Hour Fitness was circulated to surrounding police agencies. A Walnut Creek Detective recognized Jarrard and advised Moraga and Lafayette investigators. Several eye witnesses identified Jarrard from a police photo lineup and a warrant was issued for his arrest. Jarrard was arrested on other outstanding felony charges by Concord PD after a pursuit in Concord, and the Moraga and Lafayette charges were added. Jarrard’s bail for the Moraga-Lafayette charges is set at $198,000.00. Jarrard is still in custody awaiting trial.
An unidentified accomplice of Jarrard’s is still outstanding and police are asking the public for any information. Please contact Moraga Police Detective Will Davis at 925-888-7057 with any information about these crimes.
